Sir R. Herbert presents his compliments to Sir J. Pauncefote and begs to return copy of the telegram regarding the Enforcement of the Enlistment Act, sent this morning to Hongking.

The telegram was addressed to Ceylon, but returned after having been lodged, not sent because of a temporary interruption between India and Ceylon. It was therefore readdressed to Hongking, to be repeated thence to Ceylon and Singapore.
